How to fix: (modified, for Ubuntu 9.10)

sudo apt-get clean
cd /var/lib/apt
sudo mv lists lists.old
sudo mkdir -p lists/partial
cd ~
sudo apt-get clean
sudo apt-get update

The easiest thing to try is to switch servers. Synaptic, Settings, Repositories, Download from…, Other, and select another server. Then Reload. Sometimes this happens during an update to the server.
